Lisbon provides an excellent transport infrastructure. The metro is most probably your best bet, being easy to understand, regular and quick (although buying tickets is sometimes an adventure - luckily there are ticket booths at most stations and guards by many ticket machines willing to help). If you can figure out the buses they can be very useful. For tourists the ferries of course have the advantage of being an interesting, easy and cheap trip across the water to get another view of Lisbon.
